Aviram, R Talmi This is a key article that suggests that many leaders in ICT development are actually aiming at different goals. They divide ICT supporters into Technocrats, Reformists and Holists. They also suggest that the two main groups, Technocrats and Reformists often to not understand that the other group exists. Back
BECTA is the main government sponsored online resource body for ICT in education in the UK. It has very detailed information for schools to plan their ICT development. Back
ETS This preliminary report on a research project suggests that senior high school and college students in the US have poor search skills for the internet. Back
Benjamin This tongue-in-cheek story about how hard it is to change the curriculum is quite famous and its age shows that the issues do not just apply to modern times. Back
Chen's summary of ICT developments in China is useful, particularly because it list the main barriers and problems. Back
Coppola's overview of what makes for successful ICT implementation is strong practical support for the more theoretical views of Aviram, eLearning Europa and the OECD and other articles. Back
The Elliott paper provides a brief and strong criticism of the implementation of ICT in schools, pointing to the barriers to high quality use in the classroom. Back
The eLearning Europa report comes in two forms: a brief summary and a more detailed paper, which strongly argues that there is a new paradigm for learning across Europe, and that ICT may assist this to occur. It complements the Avarim article well. Back
Fullan has a high reputation for his writing on school improvement (development) and makes a strong argument for focus of change being at the local rather than at a district, province or national level. Back
The Newhouse report was commissioned by the Western Australian Department of Education, and provides a lengthy and thorough review of theoretical and practical factors involved in the implementation of ICT in education. Back
The OECD report provides a very detailed overview of the use of ICT in developed countries and (similar to eLearning Europa) supports the argument that the use of ICT effectively is linked to the use of constructivist approaches to learning. Back
Papert is a very famous developer of computer applications for education. In this article his is somewhat pessimistic about the ability of organization (in education) to change. Back
Schmoker is highly critical of the strategic planning approach to development (like Fullan) and explains an alternative approach involving more control at the local level, and in particular, in with the individual teacher. Back
Staples et al provides the description of a research project that compares three apparently similar school development projects, and suggests that the approach taken by leaders is critical to success. Back
